Microphone Permissions

When using Facebook Messenger, I can’t make calls because it’s prompting me to turn on Microphone Permissions but when I do or go to Settings, it shows the relevant apps but they are grayed out. Saw a similar issue here but the question’s from 2014. The fix no longer applies.
