Microphone setting/permissions grayed out for certain apps and others not present

I have been trying to enable the microphone for Snapchat. When I go into Snapchat settings, it says tap to enable microphone but then takes me to the General Iphone setting and the microphone is not an option under Sanpchat. I've tried setting >general> and then there's no permissions option.

When I do privacy>microphone, the only apps listed are Instagram, Google, and Skype; and all are grayed out.

I see a reset>reset location&privacy. Would this be the way to go?

iPhone 8, iOS 12
