Itunes won't let me create a new account or edit my old account

I have an old account I haven't used in like 5 years. I went to update the address and it just ignore it when I click save. No error message, it acts like it worked but nothing changes. I'm trying to setup a podcast and this login isn't working, I just get stuck in a log in loop. So I try to create a new account, new email, new phone, new address everyting. I got though the entire process, get the confirmation code, enter that and get a messge saying it may take a few minutes to setup the account. Its been 12 hours. I've tried to setup another account, same thing. I can't make new accounts and my old account seem like it's been diabled or something.
