Macbook Pro Shutting Down issues

I have a 2017 Macbook pro and have been using it as a student for a year and a half. Recently my calendar app as been displayed as open (with a little dot underneath it on the dock) but won't open. It also won't force quit. So, in attempt to fix this issue I tried shutting down, restarting and force quitting everything. At that point, the pop-up asking to reopen the currently open windows came up. After clicking the shutdown button, it went away and everything closed but didn't shut down. The screen stayed on, the dock was available and the only thing that went away was the toolbar at the top. After about 5 seconds, apps were able to open again and everything was the exact same way. I've tried countless times to shut the computer down, but it still will not work. Online lots of sites say to use the power button, however because I have the touchbar at the top of the keyboard there is no power button.

Press and hold the same button you use for Touch ID (at the right side of the touch bar).
