Trouble completing Apple ID set up - payment method - contact iTunes support

I have almost finished setting up my iPhone, however experiencing some issues with itunes set up.


Upon entering the payment method for itunes I have been promoted to "contact iTunes support to complete this transaction"


I am not able to proceed and have tried various cards ensuring the billing info is always correct.


Not sure how to proceed from here?

iPhone 6s, iOS 11
