I have taken over an 2010 Imac from a friend who did not remove this computer from Icloud and Itunes
and now it will not erase and restart.
Is there a way around this as she says this computer does not come up on her present Icloud account
What do you mean exactly when you say "The computer refuses to allow me access even with her passwords to delete ICloud or Itunes " We need specifics, a statement like that doesn't really tell us anything useful.
You may need to give AppleCare a call for the correct steps and see exactly what needs to be done.
Any data stored in iCloud will remain there however it's under her AppleID. If you are taking over ownership of the computer then you will need to follow the steps in What to do before selling or giving away your Mac - Apple Support

Even though the account is on the computer in ICloud preferences, when I enter the password it refuses to identify me from the computer in question. I asked if the passwords were changed and she says no. I can ask to change the password but that will only set an alarm on her existing account that goes to her e-mail and she does not want to change passwords.
