Catalina will not turn off Voiceover.app

I tried everything that is recommended on the web and this forum. Voiceover will NOT turn off.

Siri says it IS turned off.

Command F5 or Command fn F5 does not work no matter how many times I toggle it on and off

In System Preferences - Accessability, VOICEOVER IS not enabled.

It is NOT set to start up at Login


Yet, it still talks.

Catalina 10.15.2 on a late 2019 iMac

For the OP, are you sure that it is VoiceOver and not a voice from another source? Does it only speak when you click on something? Do you see a black border around whatever you select on the screen?

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?


Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.


To find out if it's system wide or user specific, try this...


Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.


Does it work in the new account?

I logged and in again with my other USER account and VoiceOver was turned off there is it must be User Specific, as you mentioned.


I am unable to initiate a Safe Mode boot because I do not have a wired keyboard. The bluetooth wireless Apple keyboard make s a Bluetooth connection very late in the boot up process. For example, I have to type at least three letters in my password before the keyboard is recognized ( a longstanding issue since before Mojave, if I recall).

So, it doesn't see the SHIFT KEY as depressed during Boot UP. I need to acquire a wired keyboard.

A cheap PC KB can solve these startup problems.


I suspect one or both of these files, might move them to the Desktop for now & restart...


/Users/YourUserName/Library/Preferences/com.apple.VoiceOver4.local.plist


/Users/YourUserName/Library/Preferences/com.apple.systempreferences.plist


though 4 might be 5 or such in Mojave.
