Why does mac turn on VoiceOver automatically???
When I'm restarting / turning off and on my macbook, VoiceOver AND slow keys AND mouse keys turning on.
How to turn off automatic turning on???

Turn VoiceOver on or off at any time. Press Command-F5. If VoiceOver is on, pressing the keys turns it off. Use Siri.
Turn VoiceOver on or off on Mac - Apple Support
make changes to your System Settings to suit your needs.
Use the Accessibility Shortcuts panel on Mac - Apple Support
if no insight— —SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies
reboot as normal and compare your results
