I can’t restore my photos
I lost my phone and I got a replacement but I couldn’t restore or find my pictures

Did you enable iCloud Photos again, after restoring the new device and connected it to Wi-Fi and started the photo app on the phone? It might take a while until the photos start syncing back to the phone.
Can you find your photos, if you log into your iCloud account on a computer and open the photo app?
Also check the "Recently deleted" folder in iCloud Photos.
