why is my macbook air keeping running a wireless diagnostics and it doesn't allow my to restart or shut down?

You may press and hold the power key to see it shut down; then restart..
..Maybe in Safe mode, so it could try to check the files somewhat. If that
does OK (this may allow access to do more) restart again, to exit Safe.
