Even if it was set to another carrier, you should be able to erase it and re-program it. Why not ask the carrier that claims to support service on iPhones for tech help setting up their service on you device?
It does not appear that any carriers in Ukraine currently support the use of eSIMs - see Find wireless carriers that offer eSIM service - Apple Support
It is up to individual carriers to support (or not support) the use of eSIM on their network.
We have an operator with esim support, not so long ago, it is not yet in this list. in my case, it displays a message "on your device you can use cellular rates only from another operator" Does my phone have a lock? with nano sim of this operator it works well

That does not follow. The physical nanoSIM slot is not related to the programmable eSIM at all. One indeed may work (as it does in every country without eSIM support), while the eSIM may not.
Regardless, I can offer you nothing more. According to the most latest Apple document (updated this very day) there are no eSIM supported iPhone carriers in the Ukraine, regardless of what any particular carrier has told you.

I do not see how to. That document I linked to was updated today, so it is not out of date. Those are the carriers that support eSIM on iPhones, and there is not one from Ukraine there.
