How to import a Shortcut workflow without iCloud?

With iOS 13.x it is no longer possible to share Shortcuts. Unfortunately Apple removed support to import a Shortcut via email or external link. We are using multiple devices in supervised mode. iCloud drive has been explicitly disabled. Data are shared within our private Cloud. As a current workaround we do restore from previous backups. However we do have import Shortcuts to existing devices.

How can we deploy Shortcut workflow without iCloud?

Update: I have enabled iCloud drive running iOS 13.3.1. When I try to open and import a workflow from iCloud I still get the same error message: Importing shortcuts as files is not currently supported. Please shortcuts using iCloud.

Seriously, I have to rebuilt the workflow from scratch on every device? It's no longer possible to easily share prebuilt workflows for users.

Unfortunately Airdrop does not work. The workflow file does not show up within the Shortcut app.

We used to share workflow files within our intranet Server. It is possible to download them to the iOS Files browser app. However, Apple does no longer allow to open or import workflow files in the Shortcut app. So we are stuck. Any workaround?
