How to unlocked service provider

A carrier locked iPhone can only be unlocked by the carrier that the iPhone is locked to. Please call that carrier and ask them whether they will unlock the iPhone. They may have some pre-requisites to get qualified. They will inform you.

Call the provider. Only they can unlock the phone.

Carrier and Provider are the same thing and that means the phone company that provides service to the iPhone. Ask your girlfriend if she knows to which carrier/provider the iPhone is locked to. It is probably locked to the carrier that provided the service when it worked on cellular the last time.
