After 10.15.3 update Bluetooth Not Available

A hidden issue is explained by Apple in https://support.apple.com/en-us/HT201542. Also, if one long presses on 'SHIFT' 'OPTION' while clicking the Bluetooth menu bar, you'll see more options and maybe can reset your Bluetooth under the 'Debug' button that is revealed. Thanks for the suggestion. I'll give it a try next time the Bluetooth goes out.

Apple tech support walked me through a bunch of solutions but none of them solved the issue. I scheduled an appointment at the Genius Bar for the following day. Well, the Bluetooth started working that morning so I didn't take it in. A few days later the Bluetooth stopped working again. Today, it's working. If it keeps up I'll schedule another Genius Bar appointment.

When I was having issues, I tried SHIFT and OPTION but the reset Bluetooth option didn't appear. I manually deleted the preference and it didn't fix the problem. Apple had me create a different user to see if it was a user preference issue. That didn't make any difference. I zapped the PRAM and did all of the other tricks that I know.

The devices that my laptop connects to are within 2 feet on a wooden desk so I shouldn't have any interference. The WiFi router is 10 feet away. I wish interference was the culprit, but I think it's a software issue. Everything was working just fine until the OS update. If it's a hardware issue, it just happened to coincide with the restart after the update.

I too in the same situation. I use Mac Air (2013). Tried shutting down method & Shift Option method. Both did not solve the problem. Bluetooth still does not work.

While using the long press shift + option method, I don't get the debug option in drop down. I get "open packet logger.." clicking it gives no response.

When I click on packet logger, there is no response, in terms of a window opening or giving me other options. Any inputs as to any alternative ideas.

I am having the same issue. I tried the same tricks as you but no luck. If I find anything, I'll let you know.

Don't forget, after the SHIFT OPTION you'll see a DEBUG and that is where you can reset bluetooth parameters.

That's what I got as well. No debugging. Just open packet logger. My Bluetooth has worked for a couple of days so hopefully it will continue doing so.
