If only others app from app store can be downloaded by ios 10 users,it feels like I don't have anything to do with my Ipad 4th gen anymore since the software update is only at 10,there's other apps that i want to try but requires ios 11 to the latest update which is sad for us who can no longer update it's software p.

so you can reach out to the apps that does not works developers and ask if they could consider supporting the older versions

If your iPad 4th gen still has apps on it, these should all still be working just fine.
How do I know this?
Because my own iPad Pro is still running iOS 10.3.3 ( by my own decision ) and all of my installed apps still work and I am still getting some app updates, as well., currently, but this will drastically change this year.
Your iPad 4th gen iPad is a nearly 7-1/2-year old device, now.
The internal hardware and technology inside is old, now, and incompatible with all newer vwrsions of iOS.
In addition, all support for these 7, 8 and 9-year old iPads is going to be going away completely, for good, including ALL older versions of apps in the iOS App Store.
