whenever i am to download an app to my phone for example whatsapp and cashapp it asked for my apple password when i enter it it says i am to review and sign in again what does that mean

That normally means you need to review your billing information to make sure it is correct.
Log into your account in the App Store/iTunes and you should be able to review it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. Click the Go Back button at the lower left and you will be on the address page.
