Unable to add cards to Apple Pay on iPhone 11.

My new iPhone 11 won't allow me to add any of my cards to Apple Pay. It's not an issue with the cards (which were both on Apple Pay on my previous device) - when I select "Add a Card" in wallet or in the settings, I get the loading circle and then nothing else.

I've tried hard resetting my phone, attempted using both wifi and cellular data, turned my passcode on and off, reset my network settings, and made sure my correct region is selected. Now I'm at a loss, and I really don't want to have to factory reset my phone!

Any ideas?

Skip the steps you already tried. if none of it works go to the link in step 7.

  1. Check your Apple ID region to make sure it is correct (https://appleid.apple.com/)
  2. Check the region on your device to ensure it is correct (Settings>general>language & region - set to your region)
  3. A passcode is required to use the Wallet app.
  4. You need to be in a region that supports Apple Pay - Countries and regions that support Apple Pay - Apple Support
  5. Your bank needs to support Apple Pay - Apple Pay participating banks - Apple Support
  6. Sometimes if you sign out of your Apple ID and back in it resolves the problem.
