Could not add card - Apple Pay.

I have a iPhone SE (1st gen.)

When I try to set up Apple Pay (When I tap on the + button in the wallet app, It doesn't even let me fill in the card info) instantly a message saying "Could not add card try again later or contact your card issuer for more information" appears. But what card? I can't fill in the card number and so on ... I'm in the supported region, I tried everything, I turned off the passcode, I did settings reset, factory reset, I have the latest iOS update, changed the region, nothing worked.
