New iMac with Mojave won't let me use the Photos library for my screensaver. It's grayed out. I tried to reset the permissions, but that didn't work.

Is your Photos Library your System Photo Library? If you open the Photos > Preferences > General for your main Photos Library, the option "Use as System Photo Library" should be dimmed, to show that the library is your System Photo Library. Only the System Photos Library is visible in the Media Browser and can be used by the screen saver.
