Audio sounds bad over bluetooth iphone11 pro ios 13.3.1

I'm wondering what to do here.

If i make phone calls or listen to music over BT it sounds like the BT connection drops or the audio drops and the sound becomes muffled or pops.

I went to the apple store and they replaced the phone with a new one and the new one has the same problem

things i tried that dont help

phone reset

pair/unpair BT devices

disable the background noise filter

disable BT access to other programs

enable/disable the EQ

disable/enable notifications

lots of other settings lol

3 different BT headphones

2 different bt speakers

various BT in vehicles

new phone from apple

has anyone solved this?

yeah but it seems doubtful

the beats headphones i tried were in the apple store the BT speakers were at home and the car BT is in a different location

my old iphone SE doesnt fail and my wifes LGthinQ doesnt either
