Why that even though my arms are free, my Apple Watch is consistently 20 to 25% under the distance reported on the treadmill. I see many reports of this, so don't understand why Apple doesn't allow editing of workouts if their device is inaccurate. Any suggestions?

I myself find treadmills wildly inaccurate.
In my gym there are 30 of them and no 2 give me the same info let alone the same time.
But have you tried resetting your fitness calibration data?
