Changing Apple ID

I have just created a new Apple ID (@icloud.com) at another device, now I am trying to change my Apple ID on my primary account, but it says that I can only add the @icloud.com address that is already on file in my account. Does anybody know how to add this new @icloud.com address on file in my primary account?

You can create an email alias to use with the existing ID.

If you just created a new Apple ID, you can't add it to the ID you had before. Apple IDs can't be merged.
