my account has been hacked and i can’t use my apple music because someone is logged into my account. an you help

Regain Account Access and Secure it:
Perhaps using a new eMail address would be best here: If you think your Apple ID has been hacked, then by all means, it's best to modify your login credentials (Assign a new email address and Reset your password), and then setup Two-Factor Authentication and enable it.
In all, I recommend you contact Apple Support, for regaining access to this. They'll run you through the process of updating your Apple Account's assigned eMail Address.
Also, setup a new method of payment and change yor security questions. Keep your password and your answers handwritten on a hardcopy sheet of paper, that is tored in a safe location -- a location that only you are aware of, and only you have access to.
