Hi I have photos that were permanently deleted in iCloud.
the only photos that now show up are from 2018-present.
i lost all the photos I had for the years prior...
can you please help? I’ve downloaded multiple recovery programs but none will recover those lost photos.

Photos permanently deleted from iCloud.com can't be recovered they are erased immediately .
I feel confident that they are not in iCloud from what you say, but just in case see this read on recovering deleted photos and videos::

Were the lost photos on your iPhone at sometime. If so do you have an iPhone backup(s) anywhere. If yes, then
maybe you can restore your phone to a time when your photos were on it. See this read on restoring:
