Assuming you need to create a bootable device (flash memory USB or SD card) for the purpose of installing macOS, a Mac is required.
Please read How to create a bootable installer for macOS - Apple Support.

You have two maybe three options for booting an online macOS installer using Internet Recovery Mode:
https://support.apple.com/kb/HT204904
Reinstall the current or most recently installed version of macOS (this option may not work depending on what has happened to the local copy of macOS on the SSD):
Command + R
Install the most recent version of macOS (currently macOS 10.15 Catalina):
Command + Option + R
Install the version of macOS which shipped with your laptop:
Command + Option + Shift + R
Also see if your laptop qualifies for this free Apple SSD repair program. If it does qualify I highly recommend you take advantage of it as Apple will either update the SSD's firmware or will replace the SSD.
