You can use any computer and log into icloud.com/find (note the "/find") and no two-factor code will be needed.
You can also use a friends iPhone and use the following instructions from Locate a lost or stolen device - Apple Support
You can help a friend find their device if it's missing and has Find My [device] turned on:
Thank you for the clarification. He didn't explain that nor did he explain that it would bypass two factor authentication. That worked.
The phone in question is controlled by my wife's ID department and I don't know if we were allowed to enter a second phone number. But, her personal phone was also missing so it may not have helped.

My wife's work phone was lost. I have the Apple ID and password. I went to iCloud on the Internet and it required two factor authentication. But, the phone was lost. It has been found but I'd like to solve this for next time. Is two factor only required once?
You either didn’t read or didn’t understand the post from FoxFifth. If you use this specific URL: https://icloud.com/find it will not require 2 factor authentication. But if you go to https://icloud.com it will require 2FA. You must put the /find at the end of the iCloud URL to bypass 2FA.
Are you sure you didn’t set up an additional phone number to receive the 2FA code when you set it up? The set up procedure strongly encouraged you to.
