How do I activate my new phone after I transferred from another iphone

My son transferred everything to new iPhone from his old iphone on verizon, but the new phone does not have phone service. What does he need to do to activate new phone?

Put the SIM card from the old phone in the new phone. If it doesn’t activate call Verizon and have them provision the account.
