Macbook Pro 2017 Won't Charge

I have a 2017 Macbook Pro running MacOS 10.15.2. The battery sign shows the lightning bolt symbol when I plug in my charger, but when I hover my mouse over the battery sign, it says that "Battery Is Not Charging".


I've done several SMC resets already and I've purchased a new charger block and cable, but nothing is working. Occasionally, my Macbook will say that it's charging for a few minutes, but then toggle back to "Battery Is Not Charging". My Macbook only charges to 100% when I leave it connected to my charger overnight, but the battery drains when I'm charging it and using it at the same time. Is there a problem with my battery and if so, do I need a battery replacement? How can I fix this?

Regardless you should take the laptop, charger, and cables to an Apple Store or an Apple Authorized Service Provider to be examined.
