Is the Philips Hue Bridge still required, when using an iPad or Apple TV as a Home Hub?

AFAIK Yes. Hue uses Zigbee as the communications protocol between the hub and the devices. You need the hub as the interface between the local network (or internet) and the Hue devices.

yeah and the IKEA smart bulbs also need a station

the EVE (used to be called elgato) does not need a central station
