iPhone 8/8Plus Bad Vibrate

I have had an issue trying to keep the vibrate on and working on my iPhone 8. The vibrate will not work for any functions except for just the haptic vibrations. I have tried restores through iTunes as well as just on the phone; I have tried to toggle the vibration option in the settings under sounds and accessibility; and I have also tried to have the vibrate motor and charge port replaced.

Could this issue be software related since the haptic feedback works, but the phone's other vibrate functions are not working?

Any information will be greatly appreciated.
