If I activated my watch in a country where the ECG function is not supported, then travel to a country like Canada and stay there for a long time, will I be able to activate that feature?

No, it has to be supported in the place where you bought/activated it and the location you are currently visiting.

The Philippines. Unfortunately, it’s not on the list.
When the Philippines government approves the ECG function and Apple does and update to include them you will be able to use it in Canada.
