If I purchase an app with family sharing can my wife also download the same app on her Mac Book Pro at no cost or does she have to pay the sam cost?

If it's a Mac application, check the Family Sharing line under Information on its product page.
If it's an iOS application, no; the developers need to create the Mac and iOS versions separately and may choose to charge for both.

Yes, their is family sharing shown on the Apple app store.
If this helps any we're looking at the Live Home 3D on the app store.
..... Also it states under Family Sharing: Up to six family members can use this app with family sharing enabled. In-app purchases can't be shared with family members
