I can't delete my some photos on iCloud and Photos app

Hi,

I was update to my cloud approximately 12.000 Photo via ''Photos app'' for Macbook.

Then, I wanted delete 2300 Photo. But I can't delete on my MacBook,Iphone or iCloud.com.

-I choosed them and delete on MacBook , Photos app as if freezing.

-I choosed them and delete on iPhone , yes seems to be deleted but if I restart my iPhone they are coming again. (And also I delete on deleted folders)

-I choosed them on iCloud.com and delete, yes they are permanent deleted on iCloud but I see them on my Macbook and iPhone.

So, how can I permanent DELETE 2300 photos in my Apple ecosystem.
