My iPhone was stolen while I had AT&T as my provider. I then switched to Verizon and a Google Pixel 3a. Texts from iPhone owners now go to my iPad even though I canceled it's wireless service and switched iMessage off.

iPads don’t receive SMS messages, whether they are cellular or WiFi unless you use continuity on an iPhone.
Sounds like you need to deregister imessage.

oh, and the people messaging you from iOS devices will need to send it to your phone number, not your Apple ID.

If you are still receiving iMessages on your iPad then iMessage is not disabled.

I've tried deregistering online. I enter the code that is sent to me and it says my number is not registered with iMessage. If I have a new Verizon Sim with the same phone number would I be able to put it in my AT&T iPad? The first section of the deregistering page asks if you have your old iPhone, which I do not, but I do have a Verizon Sim card with the same phone number on it.
I didn't see the second part of your reply. How will the iOS users know whether they're sending messages to my Apple ID or my phone number? A settings change? Seems silly to have to tell all iOS contacts to change a setting on their end if my assumption is correct.
My mistake, since turning iMessage off 24 hours ago I don't get messages from iPhone owners, on either device. Wireless service for the iPad was canceled days ago so it is now only operating on wifi.
