Debit card declined

My debit card keeps saying declined even though I’ve got money in my account and no subscriptions. I can’t edit it or add a new card because I only have one debit card so now I’m stuck like this. I can’t download any apps or update any apps, how do I fix this?

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store


If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
