I pay monthly for iTunes but I am still being charged per song?

Even if you subscribe to Apple Music, you are still allowed to purchase music through the iTunes Store if you want to do that. See the following for information on downloading from Apple Music without an additional charge and also for how to purchase music. Add and download music from Apple Music or buy music from the iTunes Store - Apple Support
