system preferences - new mac

When you back up system preferences to icloud will that mean that all my 'stuff' will come over to a new MacBook I'm buying once I sign in to icloud?

The only data that will sync to your new computer is the data stored in iCloud. If you want to restore all your data, you need to restore from a backup program like Time Machine or a clone.

iCloud doesn’t back up a Mac, if that’s what you’re considering.

You can use Migration Assistant: https://support.apple.com/en-us/HT204350 That's what I almost always have done.
