why Favorites conten is Bookmark Meny content in the first page in Safari?

After last update in Catalina 10.15.3 in the first page of Safari there should be Favorites but it is Bookmark Menu list? Have any other find out this?

In Safari/Preferences/General, is New windows open with and New tabs open with set to Favorites?
