Family Share Screen Time is useless - Doesn't report and can be turned off by child

We are a family of three: 1 parent and two children.

We are set up using "Family Share".


All three have recent iPhones (XS Max, XR).

All three are the most recent version of IOS.


One one child's phone, regardless of any Screen Time PIN that is set up, the child can always choose "Turn off screen time family sharing".

For the other child, I am unable to see any usage activity from my phone. The activity always has an updated time that is within a few minutes, but it never displays any data.


How can I fix Screen Time so that it works in the most basic cases of:


  1. not letting a managed device disable it without the configured PIN
  2. being able to view the activity of a managed device on the parents phone
