iOS iPhone Location based reminders not working.

I am running the latest version of iOS and I do not get location based notifications for reminders. Such as when leaving home. I have checked the location services for the reminders app and there is not an option for me to be able to select “all the time” the highest level of access available is “while using the app” is this why it’s not working. How do I get these to work.

Other reminder notifications work such as getting in car or time based.
