how do I import music to ITUNES from my hard drive (windows 8)

Use the iTunes top bar menu; File/Add File to Library (for a songle song) or File/Add Folder to Library (for a folder full of songs), navigate to the file or folder:
- for one file, select the file - click on the Open button
- for a folder, select the folder - click on the Select Folder button
That should be all there is to it.
