I have a I phone 8plus that was on atnt my family switched carriers to Verizon can this phone be switched over to Verizon

You will have to have it unlocked by AT&T first.
Once it's unlocked, you'll have to ask Verizon. Technically, you should be able to, but Verizon is under no legal obligation to activate that phone on their network.
