Text Messages, Especially with Photos, fail to send....gives message Try to resend Again
I can't send text message with attachments.... I get a message Not Delivered and to Try Again????

Are you referring to an iMessage with attachment, or an SMS with attachment, which is an MMS? An MMS is handled by your carrier. You need to make sure that MMS is turned on in Settings>Messages, and that you also have cellular data turned on. MMS requires cellular data.
