It would depend on how you manage your pictures. If you were using iCloud Photos, you log into the same Apple ID you were using on the lost device and turn on Photos, and they will sync to the new deice. If there were just on the phone, you would have needed to create a backup of the device while the photos were on the device and then restore the new iPhone to that backup. If you did not have a backup of the device, there is no way to restore them.
