retrieve contacts and photos
is there a way to get my photos/contacts from my iphone that crashed if it wasnt backed up in icloud?

Sorry, but if you did not use iCloud photos and did not backup your data to iCloud, there is no way to get the photos back.
If you backed up your phone to iTunes on a computer, this backup will still contain photos from the time of the backup.
If you enabled to sync contacts to iCloud in the settings for iCloud on the phone, and you still can see the contact info in iCloud when you log into your iCloud account on your computer, you can sync the info back to a new device by enabling this setting again on the new device.
