i can't unlock my account please help me

Contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
What account is it that your could not unlock? Did you get an email saying your account has been disabled or locked? If so, it is a scam. Check who sent it. It should not be from Apple.
'your account is disabled they say'. btw i had a mail contact with apple but they force me to have a phone call, but it is not possible because my country (Azerbaijan) is not available on their site. that's why i am chatting there

i can log in to my apple id, but when i enter to this site you have showed me, it always wants me to change my password or security questions. nothing changes when i complete the requirements.

Good! What additional information were you provided when notified your account had been disabled? For example, was the notification from the Apple Store or the iTunes Store?
