ios 13 Location based reminders do not work

I have several location based reminders. I recently upgraded to an iPhone 8, with iOS 13. Today, I just noticed that when I set a location-based reminder via Siri, it asks me to turn on location services for reminders.

But the icon for Reminders in the location services list is not there! I can't turn it on. When I open the reminders app, it never has the familiar popup to ask for location services permission. I can even set a reminder for a location manually with the arrow, and nothing happens. Still no icon in the reminders list, still does not alert when I arrive at a location.

I deleted the app and reinstalled. Still doesn't work.

What am I missing? I know that generally apps need to ask for permission once before they show up. But I don't know what to do to trigger this.
