I've been double charged and cannot get refund.

On 24th Jan, I made my purchase through a game, it went through very quick, I received the digital item successfully so I quit the app and went to check my bill of my saving account. What I found was double charge of same amount at same second. I reopened the game and it popped out a payment failed window, till now I get that window pop out every time I open the game. I've contact the apple support in China on the phone, they told me all they could see is that the purchase was normal and nothing wrong, I explained my situation, they said they could apply for a refund to the reporting system and the system rejected so nothing they can do. Does that mean Apple never admit that themselves could make mistake huh??? They told me to ask the app developer to refund me! So I called the hotline of the app developer, they told me it was caused by the double charged of Apple not them cuz the customer didn't make a second purchase after checking their system, it's not their fault and they couldn't refund me the money cuz they didn't receive a second purchase request and the money at all! All they received is only one successful purchase request and the digital product was sent to my game account already. I told them to contact Apple to confirm this and refund my money cuz it's also not my fault why would I be the one to take the responsibility in the middle? The service of the app developer told me they don't have that authorization but if I like, they can resend me the digital item as long as I provide the screenshot of my bill!!!! Why would I buy something that I don't want?? Especially the purchase was not made by myself!!! I only used Face ID once then I quit the app! Cool!! I called the apple support again to tell them, the money was in Apple's account, in the app the payment was failed and was not made by me, they told me the money will eventually goes to the developer's bank account so at the end it's the developer's responsibility to refund my money! I asked that would they see the transaction cuz now the money transaction is super fast and why would a sum of money stay unidentified in Apple's account for so long and need no further report? They said they could't see that the transaction is made into developer's account or not and don't know when the transaction would be made so not their responsibility. I called the developer again, they said that they couldn't refund any money that they don't even receive!


Why Apple in China can't contact the apple developer to confirm the simple facts and combine the facts to refund my money???!! Firstly, the second purchase was not made by myself and it was made at same second as the first one. Secondly, the payment was failed so I don't get any corresponding digital item at all!! Why Apple have to keep my money and let it go nowhere so it would eventually stay in Apple's account? Why would Apple authorize no further report of special case but only relying on the AI reporting system? All the Apple support did was asking me questions and type in the problem, you don't even need any screenshot to do the refund how much possibility it could be successful? You don't contact the app developer how the screenshots be reliable? The whole refund reporting system looks like that it's only for displaying!


What I can do to get my money back? I don't want any digital item in the game as the compensation, that doesn't make sense. Nearly two weeks passed, I've report the problem online at reportaproblem.apple.com many times, all rejected.
