I have an iPhone 8 with iOS 13.3. When I connect to headphones or my car stereo I can play music but other sounds like Maps or notifications or alarms and timers do not play through Bluetooth. Sometimes they play through the speakers and sometimes there is no sound at all. Music works fine.

I recommend making sure that your iPhone is not in Silent mode by checking the Ring/Silent switch on the left side of your iPhone: How to put your iPhone on vibrate, ring, or silent mode
Now if that doesn't help, the next step is to verify and see if, "Sounds" is turned on for the affected apps. For the appropriate steps, please follow the section that says, "Change alert styles" in this helpful article: Use notifications on your iPhone, iPad, and iPod touch
