Can not exit system preferences.

I can not exit system preferences. I press Command+Option and tap Escape but the force quit App is nowhere to be seen. What am I doing wrong?

MacBook Pro 15", OS X 10.11

You're not doing anything wrong. Try restarting your Mac in the usual manner.
